We are seeking a full-time Healthcare Construction Project Manager to join our dynamic and growing mechanical engineering consulting practice for our St. Cloud, MNServices performed under this contract will be for the Department of Veterans Affairs St. Cloud VA Medical Center (VAMC). This position involves both new construction projects and renovations of existing buildings. Some of the existing buildings are historic properties.  The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of major existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction.

 

Job Responsibilities:

  • The CM/PM shall work to develop a good understanding of the principles of Federal Contracting and VA contract administrative processes.
  • Provide assistance to the Contracting Officer in contract procurement.
  • Provide technical expertise for the Government to prepare answers to bid/RFP questions.
  • Attend and participate in site visits and pre-bid conferences;
  • Provide assistance with the preparation of solicitation amendments.
  • Perform cost/bid/proposal analysis.
  • Assist with source selection boards for design, construction, and design-build firms as a non-voting consultant.
  • Prepares price negotiation memorandums based on independent cost estimate and assists VA staff in negotiations with construction contractors and A/E firms.
  • Review questions received from potential contractors during the bidding process.
  • Identifies project delivery resources from pre-qualified lists or through individual project qualification process; conducts standard to complex request for proposals; completes bid analysis; leads evaluation interviews.
  • Implements change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders. Assesses change requests to determine impacts to scope, budget, schedule, quality and risk.
  • Develop supporting documents for design and construction procurement packages. These include VA-specific memos and approval documents.
  • Document contractor performance problems and report concerns in writing to the contracting officer for appropriate action.

 

Education and Experience Requirements:

  • Seven (7) years specialized experience in developing and maintaining complex, long term/multi-year project management activities.
  • Experience with healthcare-specific construction project management, both renovations and new construction.
  • Ability to obtain VA computer access by successfully passing a security screening, which may include fingerprinting, financial, and criminal background checks.
  • Bachelors of Science in Engineering, Architecture, Construction Management or related fields OR an additional five (5) years of relevant project management experience.

EIT preferred, PE preferred, RA preferred

  • Excellent computer skills and ability to use CAD, Adobe PDF, Blue Beam or similar, and MS Office products.
  • Ability to work independently.
  • Excellent communication skills.
  • Excellent spatial, logic and reasoning capabilities are a necessity. Lacking these skills would lead to job failure.
  • Knowledge of construction practices and techniques.
  • Experience and familiarity federal and local government building projects, and with procedural, review, and approval requirements.
  • In-depth experience in interpreting construction drawings and specifications on construction projects.
  • Ability to accurately calculate construction costs for changes.
  • Experience in making materials take-offs for construction work, pricing value of needed work, and negotiating equitable contract adjustments.
  • Must pass criminal background check for government installation access.
