    HUD AEC Cost Analyst

    Job Summary:

    The Cost Analyst will work within the HUD Architectural, Engineering, and Cost Review (AEC) service line and will function as part of an AEC project team that generally consists of the Project Manager, the Cost Analyst, and the Plan Reviewer. The AEC team works jointly to complete the HUD Plan Review and Cost Analysis required for substantial rehabilitation, new construction, adaptive re-use, and historical preservation projects primarily associated with multifamily and health care properties.

    The Cost Analyst will complete construction cost analyses associated each AEC project to which they have been assigned. The candidate (as noted from the MAP Guide) will provide advice and assistance on cost-related matters to borrowers, consultants, contractors and others.

    Primary Duties and Responsibilities:

    Responsibilities include, but are not limited to the following:

    • Assemble a development tabulation including building types, unit types, site area, unit and building net and gross area calculations, identification of ancillary or auxiliary structures
    • Perform a review of the plans and specifications to determine adequate definition of materials and systems is provided.
    • Assemble a project cost estimate consistent with industry standards including appropriate take-offs (partial component estimate, full development estimate or cost comparison study).
    • Identify and estimate contingency reserves.
    • Complete the appropriate HUD Forms (or sections) including but not limited to the 2326, 2331b, 92264, 92329, etc.
    • Assist the contractor or development representative with assembly of the 2328(s) and the land improvement breakdown, including coordination and review of all questions and findings.
    • Assemble calculations for Cost Not Attributable to dwelling use.
    • Review the other fees listing to confirm conformance with HUD requirements.
    • Assemble a review of the design professional fees including an opinion of adequacy.
    • Review the development soft costs for compliance with HUD requirements and adequacy with industry standards.
    • Review the project schedule for adequacy.
    • Participate in project coordination meetings and conference calls with the AEC review team, the development team, and the lender.
    • Perform project site inspections, including the joint site inspection inclusive of any required reporting needs, or coordinate with the site inspection representative to confirm information needs/findings.
    • Assist the AEC Project Manager with identification of any additional studies (i.e. sound attenuation, intrusive studies, system evaluations, etc.)
    • Confirm all questions and findings have been resolved, provide a determination of adequacy of the project costs, and determination of any front end loading
    • Assembly and review of reserve for replacement and funding schedules.
    • Coordinate all findings with the AEC Project Manager.

    Desired Education / Experience:

    • Minimum of 3 years estimating construction cost for residential, multifamily, healthcare, commercial construction types.
    • Construction related degree (Construction Management) or Certificate Program in Construction Estimating. Architects and Engineers are accepted upon confirming adequate experience with project costing experience.
    • Experience with construction job costing for new construction, renovation, rehabilitation and adaptive re-use project scopes.

    Desired Knowledge, Skills, and Abilities:

    • Building and site construction/development cost estimation.
    • Experience in Multifamily and/or Health Care construction.
    • Ability to read and interpret construction documents and specifications. Must be able to demonstrate thorough knowledge and experience in reading and interpreting architectural, structural, civil, mechanical, electrical, plumbing drawings and specifications, as well as for any other discipline provided in regards to completion of the project.
    • Experience with Means Cost, Timberline or similar cost estimating software.
    • Plan development, construction administration, or project management (when working, as or with, a design professional).
    • Strong written and verbal communication skills, as well as interpersonal and client relationship skills.
    • Strong time management skills. Ability to independently establish priorities and coordinate and complete competing assignments within established time frames.
    • Strong organizational and problem-solving skills.
    • Ability to work independently within the HUD AEC team.

    Job Summary:

    The Plan Reviewer will work within the HUD Architectural, Engineering, and Cost Review (AEC) service line and will function as part of an AEC project team that generally consists of the Project Manager, the Cost Analyst, and the Plan Reviewer. The AEC team works jointly to complete the HUD Plan Review and Cost Analysis required for substantial rehabilitation, new construction, adaptive re-use, and historical preservation projects primarily associated with multifamily and health care properties.

    The Plan Reviewer will complete the review of all construction-related plans, specifications, and supporting documentation for consistency and compliance with applicable local building code requirements, accessible design standards, and HUD requirements for each AEC project to which they have been assigned.

    Primary Duties and Responsibilities:

    Responsibilities include, but are not limited to the following:

    • Performance of a review of all documents provided that define the construction event.
    • Assist with compilation of the building and development tabulation, coordinating with the cost analyst to confirm the coordination of this information within the construction documents.
    • Identify and confirm with the Architect and/or the governing municipality and the applicable codes relevant to the proposed construction event.
    • Assembly of a comprehensive plan review letter incorporating code or regulation reference.
    • Coordination and review of the identified concerns with the development team to expedite completion of any modifications or response items.
    • Confirm that all deficiencies or concerns are addressed either within the revised construction documents or within the required response letter.
    • Assist with completion of the appropriate HUD Forms (or sections) including but not limited to the 2326, 2331b, 92264, 92329, etc.

    • Accredited college coursework in any of the following areas: Architecture; Electrical, Fire Protection, Mechanical, Structural Engineering, Engineering Technology, Construction Management, Construction Technology; Public Safety, Fire Science, or a related area.
    • 3 years full-time experience in plan review (building and/or fire), design, engineering, inspections, building construction, ensuring procedures, materials, methods and specifications complied with fire and building codes, or related experience.

    Desired Knowledge, Skills, and Abilities:

    • Ability to read and interpret construction documents and specifications. Must be able to demonstrate thorough knowledge and experience in reading and interpreting: architectural, structural, civil, mechanical, electrical, plumbing drawings and specifications, as well as for any other discipline provided in regards to completion of the project.
